Reporting Structure:
The position will report to the Director of Operations at Tri-County REC.
Primary Responsibilities:
To perform the splicing, termination, installation, testing, and maintenance of fiber optic cable for broadband services and infrastructure projects. The successful candidate will support the Cooperative's fiber network by ensuring high-quality installations, maintaining system reliability, and providing excellent service to customers/ members. The position requires hands-on experience with fiber optic systems, troubleshooting, and working safely in both aerial and underground environments.
Qualifications and Skills:
To be successful in this role, the candidate should possess the following qualifications and skills:
• High school diploma or equivalent required.
• Associate degree in a technology-related field preferred.
• Two years of comparable fiber, telecommunications, broadband, utility, or technology-related experience preferred.
• Experience with line construction, pole climbing, fiber troubleshooting, or related work preferred.
• Knowledge of fiber optic splicing and termination techniques.
• Ability to read and interpret technical drawings, splice diagrams, splice matrices, specification sheets, and as-built fiber maps.
• Familiarity with fiber testing equipment, including OTDRs, light meters, fusion splicers, and underground utility locators.
• Basic understanding of networking and computer technologies.

General Responsibilities:
As the Fiber Splicer, the candidate's responsibilities will include:
• Install company and customer/member equipment in a professional and safe manner.
• Perform fiber cleaning, testing, troubleshooting, and repair activities.
• Splice and terminate fiber optic cables for broadband installations and network projects.
• Install aerial and underground fiber drops for residential and commercial customers/members.
• Develop proficiency in pole climbing and pole-top work, including pole-top rescue procedures.
• Use lashers and related equipment to secure fiber optic cable to existing strand.
• Transfer fiber cables and associated hardware to new utility poles as required.
• Read and interpret technical prints, splice matrices, and specification sheets.
• Create and maintain accurate as-built diagrams and fiber network documentation.
• Assist with fiber audits and prepare detailed reports regarding network conditions and activities.
• Operate and maintain test equipment, trucks, hydraulic equipment, buckets, and hand tools as required.
• Participate in on-call rotations and respond to service interruptions and emergency situations as needed.
• Perform work in accordance with Cooperative safety practices, RUS construction specifications, and applicable regulations.
• Participate in tailboard safety meetings and complete required daily paperwork, reports, and timesheets.
• Communicate and coordinate with employees across departments to support safe, efficient, and reliable broadband operations.

Special Working Conditions:
• Work involves both aerial and underground fiber construction and maintenance activities.
• Most duties are performed outdoors in a variety of weather conditions.
• Must be able to handle heavy ladders, climb poles, perform physically demanding work, and lift equipment as required.
• Must be available for on-call assignments and after-hours emergency response.
• Must possess or obtain a Commercial Driver's License (CDL) within six months of hire and maintain a valid, satisfactory CDL thereafter.
• Occasional overnight travel may be required.

Primary Responsibilities:
To oversee the planning, coordination, and execution of vegetation management programs, vegetation maintenance contracts, and construction activities involving Cooperative lines and substations. This position supports the Cooperative's objectives by ensuring contracted work is completed safely, efficiently, and in accordance with established specifications and policies while promoting positive relationships with members, contractors, and the community.
Qualifications and Skills:
To be successful in this role, the candidate should possess the following qualifications and skills:
• High school diploma or equivalent required.
• Associate degree in a related field such as forestry, environmental science, utility line work, or a similar discipline preferred.
• Minimum of ten years of experience in vegetation management, electric utility line work, or a related field.
• Practical working knowledge of utility construction materials, devices, machinery, and specifications.
• Working knowledge of electric distribution systems, substations, and related equipment.
• Knowledge of vegetation management practices, right-of-way maintenance, and chemical vegetation control regulations.
• Familiarity with applicable industry standards and regulations, including OSHA, NEC, NESC, PENNDOT, DCNR, and DEP requirements.

As the Administrative Assistant, Engineering & Operations, the candidate's responsibilities will include:
• Serve as the central point of contact for administrative and clerical functions within the Engineering and Operations Department.
• Provide administrative support to the Director of Engineering and Operations, Supervisor of Purchasing, Field Service Supervisor, Manager of Field Operations, Technical Service Supervisor, and department personnel.
• Assist members with inquiries related to project scheduling, new services, service upgrades, vegetation management activities, outages, and other departmental services.
• Process requests for new electric services, service changes, area lighting requests, relocations, and other construction-related activities.
• Create, issue, track, and maintain work orders for engineering and construction projects.
• Advise members regarding construction requirements, line extension policies, and associated fees.
• Coordinate construction scheduling and communicate project updates to members.
• Assist with preparing notices and maintaining records related to right-of-way clearing and vegetation management programs.
• Answer incoming calls, respond to correspondence, and perform general customer service activities.
• Generate and maintain departmental reports, including outage, reliability, work order, overtime, inspection, and operational reports.
• Maintain records associated with pole attachments and communications infrastructure.
• Assist in outage restoration efforts by dispatching crews, updating outage management systems, communicating with members, and processing outage documentation.
• Support safety and compliance initiatives by coordinating meetings, maintaining records, scheduling training, and assisting with incident documentation.
• Maintain departmental records including on-call schedules, contact information, CDL physical records, training registrations, and related documentation.
• Order and maintain office and kitchen supplies as needed.

Special Working Conditions:
• Duties are performed primarily in an office environment.

Location: The position will be located at the Tri-County Rural Electric Cooperative headquarters in
Mansfield, PA.
Primary Function: To provide prompt, courteous and accurate information to members/customers on billing questions and service problems on the telephone. Dispatch outages, fiber optic problems, and other service problems to crews.
Qualifications and Skills:
To be successful in this role, the candidate should possess the following qualifications and skills:
- High School Diploma or equivalent
- 1 year of customer service experience Problem-solving skills: Ability to identify and resolve problems promptly, gather and analyze information, generate creative solutions, and demonstrate attention to detail
- Technical skills: Proficiency with basic office computer and software applications (i.e., Microsoft Word and Excel)
- Strong communication and relationship-building skills: Ability to write clearly and informatively, adapt writing style to meet different audiences, and effectively communicate with internal and external stakeholders

Responsibilities:
As the Part-Time Call Center Operator, the candidate will be responsible for the following:
- Answering all incoming calls
- Responding to caller's inquiries regarding billing or service concerns
- Taking messages, entering service orders, and typing dispatch logs for each company
- Dispatching and informing of outage or trouble calls to the appropriate service crew(s)
- Ensuring all calls are transferred to the Call Center or respective offices when necessary
- Handling outbound and inbound fiber sales calls, Collection calls, and Paperwork Calls for companies
- Assisting Call Center Management and other departments with any jobs that they need help with
- Reading the procedure books monthly to stay abreast of new procedures
- Performing other duties assigned to meet the organization's needs and proper management practices
Special Working Conditions:
Ability to work any time of the day or night. May be required to be on call. Work schedule subject to change.
